Overview

This position is responsible for providing engineering support for and administration of policy-related efforts in Transmission. The role ensures LG&E and KU Transmission is well represented in policy discussions and decisions.  Exercise of professional judgment is required in the performance of the assigned tasks.

 

The position will be filled at the appropriate level based on the selected candidate's education and experience. 

 


Responsibilities

• Represents Transmission in internal and external policy discussions, primarily from an engineering and operational perspective.
• Liase with Transmission Subject Matter Experts (SMEs) on key policy issues in order to estimate operational impacts of policy decisions and inform and influence policymakers.
• Collaborates and develops technical solutions with SMEs as a result of transmission policy.
• Identifies opportunities to shape policy that benefits customers and transmission reliability.
• Develops and routes for approval, with minimal oversight, various transmission-related agreements and their corresponding Investment Proposals (including, but not limited to NITSAs, NOAs, GIAs, IAs, CIACs, etc.) paying particular attention to the electrical connection configuration.
• Assists in the development and maintenance of various information repositories, including the GI Queue Map, the TSR Queue Map, and Interconnection Requests.
• Routinely reviews Transmission Service Requests and Generator Interconnection Requests in detail, paying particular attention to customer desired interconnection and alignment with LKE connection requirements.
• Assists in the development, review and evaluation of OATT-related procedural documentation, including Business Practices with a particular focus on technical components.
• Independently manage reoccurring tasks, including review of MISO reservations, TSRs confirmed, updating monthly performance metrics, etc.
• Stays abreast of industry policy activity, including NAESB, FERC NOPRs and FERC Orders.
• Assist in the implementation of processes and procedures to adhere to FERC Orders.
• Attend all ITO / customer meetings as the official representative from the Transmission Policy & Tariffs group.
• Assist in the Southeastern Regional Transmission Planning group
• Assist in responding to various data requests related to filings made at the Kentucky Public Service Commission and the Virginia State Corporation Commission.
• Identifies opportunities for improvement and/or suggests improved methods.
• Performs assignments in which evaluation, originality, ingenuity, decision-making, and authority are required.
• Performs other duties as assigned
• Complies with all policies and standards
• Performs monthly transmission billing, only as needed


Qualifications

Education Requirements

ABET Accredited Bachelor's degree in engineering or engineering technology is required.

Engineer I:
- A bachelor's degree in engineering from an ABET accredited college or university. 

Engineer II:
- All Engineer I requirements, with a minimum of two years related experience.

Engineer III:
- All Engineer I and Engineer II requirements, with a minimum of five years related experience and working knowledge of utility industry and regulations.

Principal Engineer:
- All Engineer I and Engineer II requirements, with a minimum of 10 years related experience and working knowledge of utility industry and regulations

 

Preferred Qualifications

• Engineering degree in Electrical Engineering
• Ability to analyze and solve engineering problems from a business perspective.
• Good communication/interpersonal skills and works well in a team setting.
• Excellent communication (oral and written), planning, and organization skills; ability to distill large amounts of complex information into concise, easier-to-understand facts.
• General familiarity with bulk electric system operations, transmission planning, OATI applications, single-line diagrams, substation / line configurations, RTOs/ISOs preferred.
• Demonstrates drive, follow-through, and ownership of responsibilities.
• Experience in transmission policy (e.g., the Federal Energy Regulatory Commission and/or state regulatory agencies).
